A Florida woman has won the right to protest topless.  Elizabeth Book was arrested in Daytona Beach in 2004 when she took off her shirt to protest the city's nudity laws.  Book says the laws unfairly target women, allowing men to walk around shirtless.

An appeals court agreed, ruling that she is allowed to protest bare chested.

The city says it will appeal the ruling.
