The Truth Test: Arcuri on energy issues

(WKTV) - Congressman Michael Arcuri released his second campaign commercial Thursday in the race for the 24th Congressional District seat continues, this time focusing on his votes in Congress on issues regarding energy. And once again, NEWSChannel 2's David Dellecese runs the commercial through the Truth Test.

The latest commercial states the following:

CONGRESSMAN MICHAEL ARCURI: "For too long, big oil special interests have blocked any efforts to reduce our dependence on oil. I'm Michael Arcuri. My priority's helping middle class families, not big oil companies. So here's what I'm doing: First I voted to eliminate tax breaks for big oil companies. Second, I fought to make alternative energies a priority, which creates jobs here. And third, I fought to expand domestic drilling, so we can bring down these gas prices. I'm Mike Arcuri and I approve this message because you sent me to Washington to get something done for a change."

While there’s three main points to be pulled out of this commercial, they all essentially revolve around one thing – and that’s a piece of legislation known as HR 6899, otherwise known as the Comprehensive American Energy Security and Consumer Protection Act.

This is a bill, in summary, looks to reduce the dependency on oil through renewable and clean, alternative fuel technologies, along with expanded access to federal oil and natural gas resources. It was sponsored by Congressman Nick Rahall, a democrat from West Virginia , and passed by the House of Representatives on September 16, 2008.

The bill still has to go on to be voted on by the Senate…and if it passes the Senate, onward to the President for his approval.

But as we said, there’s three main points made here that we can pull out of Arcuri’s claims.

  • The first…he says he voted to eliminate tax breaks for oil companies. Well, this is true in a way. The Energy Bill includes - in Section 851 - a reduction in the tax exemptions and breaks that oil companies can take. So, yes, he did vote for that type of action when he voted in favor of this bill. However, as we said, this has only passed the House of Representatives, so until it passes the Senate and the President, it doesn’t go into any sort of effect. So did he vote in favor of it? Yes. Has it gone into action. No.
  • Second…voting for alternative energies which, he says creates jobs. Once again, yes, alternative energies, are a part of this comprehensive energy bill. Does it create jobs? Well, in theory. Alternative energies could create new industries, which would, in essence, create jobs. However, as we noted previously, he certainly is correct in saying that he voted in favor of it. But, without the bill making it anywhere beyond the house at this point, there’s no results to show jobs created for upstate.
  • Finally…expanding domestic drilling. This is also a part of the bill, which included the largest opening of land off-shore for oil and gas development in the nation’s history. Arcuri claims it’s so we can bring down gas prices. It’s an admirable motivation, and one that consumers could be quite glad to see…if and when it happens. With the bill still awaiting the Senate and the President for approval, it has no impact on the price of gas prices where we stand. Of course, this last point becomes moot, as earlier this week, Democratic Congressional Leaders agreed to allow the offshore oil ban to lapse.

Yes, Arcuri voted in favor of the things he says in this particular commercial through bills such as the Comphrehensive Energy Bill.

But with that billl, and various other energy bills that Arcuri voted for, with the exception of HR 6 - The Energy Independence and Security Act of 2007 - still awaiting approval from both the Senate and the President, there are no results to be seen and gauged.

And there can't be, until any of the bills make their way through to become law.

You guys crack me up, you should just put a banner on your main page saying "Vote for Hanna". You guys validated every one of his points but still have a hard time giving him credit for it, he voted for every one of those bills. WKTV did a fine job of fluffing Hanna for his contributions to those organizations, hello... hes a multi-millionare that needed tax writeoffs, but you dont say that. Mike cannot force these bills thru the Senate or the President an neither can Hanna. He is not GOD.

I would like the canidates to be more specific as to when we can expect to pay less, and state there are capped wells off the coast of California within the 50 mile corridor which could start podution in months. The only small problem is congress has said no production allowed in the fifty mile corridor/ Drilling must be done 50 miles or further out from the coast. So some slight truths may only contain half of the solution.

While Dellechase does a good job of showing what Arcuri's claims in his ad are based upon - one piece of legislation that has not even made its way to the Senate, his so-called "truth test" is lame. The key to any truth test when it comes to concerned voters is: Did the candidate produce the results his or her ads are giving him or her credit for? In both this and the previous Arcuri ad analyzed by WKTV's "truth test," the answer is clearly No. So this is hardly a "truth test" at all.

This is politics, folks. Politicians speak a certain way during an election. It's impossible to catch them in a 100% falsehood when there are aspects of truth to what they say--they're not going to advertise their lies, especially when paying such a pretty penny. I think the job here is as unbiased and WELL-EDUCATED as can be, and is a valid attempt to provide some true journalism at WKTV.

I agree with "you're missing the point." These truth test pieces WKTV airs are very soft and don't deliver any meaningful findings. But anyone who is objective can see that Hanna did do as he claims, whereas Arcuri's ad are based mostly on spin.

Arcuri can say he is an independent voice because he voted 3% of the time against his party's position. Of course 97% of the time he did vote as told, but that doesn't matter to him. So is he an independant voice? You be the judge. I know that I won't vote for him because I think he is hedging the truth when he voted as told 97% of the time which is not independant in the least.

It's sad that Mike Acuri has to lie about Richard Hanna's veiws on President Bush. If he lies about Mr. Hanna what else is he lieing to us about??? Mr. Acuri Frankfort is still waiting for your help you promissed them when you ran 2years ago. Another failed promiss from you.
