ALBANY, N.Y. (AP) - A new poll says the race for New York's 23rd Congressional race is too close to call between Democrat Bill Owens and Conservative Doug Hoffman, while the Republican has fallen into third and is telling supporters to back Hoffman.

The Siena College poll has Owens with 36 percent of the vote and Hoffman 35 percent. Republican state Assemblywoman Dierdre Scozzafava has 20 percent in the heavily Republican district. Shortly after the poll was released, she announced she didn't think she could win and released her supporters to Hoffman.

The special election is Tuesday.

The telephone survey of 704 likely voters was conducted between
October 27-29. It has a margin of error of plus or minus 3.7
percentage points.
