Domestic violence victim allegedly handcuffed, duct taped and held prisoner

UTICA, N.Y. (WKTV) - A Rochester man was arrested after police said he handcuffed, duct taped and held his boyfriend against his will in Utica.

John Fulmor, 32, of Rochester is charged with two counts of menacing, unlawful imprisonment, criminal possession of a weapon (C-class felony), criminal possession of stolen property (E-class felony) and possession of a type of ammunition feeding device that violates the New York SAFE Act.

Utica Police said Fulmor drove to his boyfriend's house on Kemble Avenue Monday for a visit. When he arrived, Fulmor allegedly handcuffed the victim, then duct taped his mouth and forced him on his knees.

Police said Fulmor then pulled out a gun and threatened to kill him. He eventually set the victim free. And after some time, when the victim tried to leave the apartment, Fulmor allegedly held a knife to his throat.

The victim was eventually able to escape and call for help.
