Temperatures drop, heat prices soar, but HEAP is there to help

As the temperatures across Central New York continue to drop, heating bills will start to rise. Assistance, in the form of money, is out there for those need it.

The biggest misconception about HEAP, that you, at home, can get it. Almost anyone, no matter your income, is eligible for the program.

Of course, other factors play into the process, but the biggest is income. A family of four, with over $40,000 a year income is eligible.

The program is designed to cover expenses such as heating, utility, and emergency situations. There are two types of benefits available, regular and an emergency.

Both are one-time annual disbursements, but both can be granted in certain emergency situations.

"A lot of people will come in and get a regular benefit," said Arline Beaty, director of income maintenance for HEAP. "And then 30 days later they will be out of oil again, or they will be facing another termination from National Grid and they will come in again and apply for the emergency component."

Beaty says the program is available, for as long as the money is available. The well didn't run dry on last years program until this past fall.

However, consultants do want to stress that it is a one-time assistance, and not a complete payment of your winter bills.

When you do come down and apply for the program, you will need among other thing, last 4 consecutive paychecks and other proof of monthly incomes.

Here is a list of places where you can apply for heap.

*In Utica, the HEAP office is at 800 Charlotte Street

*There are two locations in Rome - the first is Oneida County Social Services on West Dominick Street; and Mohawk Valley Community Action on North James Street in Rome.
