The Chenango County Sheriff's Office say that deputies and employees of the Department of Social Services' Child Protection Unit found the children living in unsanitary conditions in two mobile homes at Valley View Trailer Park in North Norwich.

The children, ages 9 to 17, were removed from the mobile homes and placed with relatives. Dogs in the mobile homes were taken to an animal shelter.

Officials say Norman Hebert, 39; Barbara Hebert, 37; Norman Fuller, 40 and Stacy Cox, 40, all of Norwich have each been charged with six counts each of endangering the welfare of a child and cruelty to animals for allowing several dogs to live in unsuitable conditions.

County code enforcement inspectors have condemned the trailer where the families lived.

The four are scheduled to re-appear in the Town of North Norwich court at a later date.
