UTICA, N.Y.(WKTV) - Exelis Frank, 29, of Utica, was charged with DWI, Speeding and Refusal to submit to a chemical test. The charges followed a vehicle rollover accident in North Utica. Utica Police found Frank after he left his overturned vehicle that had struck snow banks on opposite sides of the road before turning over.
