Police say Ronald W. Westhoven, 49, of Oneida, N.Y. is alleged to have been screaming threats in the street at early morning hours, while holding a baseball bat. He is also alleged to have kicked a police officer and when in the holding cell, punched the cell door and walls, using the blood on his hands to smear the blood on the cell wall.
