On June 26, UPD responded to a residence in Steuben Park for an emotionally disturbed person. On arrival, officers spoke with a female who told him that her son killed the family cat. She went on to say that her son was acting odd and told her not to go in to the bathroom. After some time she went in to the bathroom and found that her less than one year old cat was wrapped in a towel and drowned in the bathroom sink. Arrested: Marcus Cacilhas (18) Steuben Park Utica NY
