Lawrence Napper, 16, of Utica was arrested after police officers responded to the roof top parking lot of the Radisson Hotel, in regards to a robbery.
A 63 year old male told police he was riding his bicycle on the roof top parking lot, when Napper approached him. It is alleged that Napper punched him in the face knocking him off his bicycle and drove off with it.
Napper is charged with robbery in the third degree (a class D felony).
