On September 29, 2011, Utica Police conducted a traffic stop of several occupants in a motor vehicle and arrested: • Andrew Marceau, age 23, of East Bacon Street, Waterville, NY, and • Steven Jackson, age 37, of Madison Street, Oriskany Falls, NY. Jackson, who is currently on NYS Parole, was charged with Criminal possession of a controlled substance in the seventh degree, unlawful possession of marijuana, and drinking alcohol in a motor vehicle while in operation on a highway. Marceau, also of NYS Parole, was charged with criminal possession of a controlled substance in the seventh degree, and also taken into custody on an open bench warrant out of Utica City Court for grand larceny in the third degree (a class D felony). Officer Paladino located glassine envelopes of heroin and a hypodermic needle inside the vehicle.
