On April 15, Utica Police arrested James Fernandez (age 54, of Waverly Place, Utica) on DWI and other traffic related offenses. The arrest took place at a traffic safety road check point at the intersection of James and West Street. Officers found an open bottle of brandy inside the vehicle. Fernandez was charged with driving while intoxicated, driving while intoxicated with a blood alcohol content of .08% or more, aggravated unlicensed operation, no driver's license and drinking alcohol in a motor vehicle while on a highway.
