On April 26, UPD charged Brian Merrill (50) a level two sex offender of Steuben St Utica, with Forcible Touching and Endangering the welfare of a child, both A misdemeanors. The charges stem from an incident that occurred over the weekend of April 9-10. Merrill is alleged to have touched the breast of a twelve year old who is the child of a friend.
