On May 3, 2011, Utica police officers were dispatched to 929 Hillcrest Avenue in regards to checking the welfare of a child, who was crying outside. When Officer Keith Phillips arrived he located a child standing outside the front door, crying in the rain. The officer could not locate any responsible person or adult inside the residence. The seven (7) year old child told police that he has not seen his father all day since returning home from school at about 3:30 PM. The officer located a cordless telephone inside the residence and called the last incoming call back. The unknown person he spoke with would not reveal his name but stated he knew how to get in contact with the father- Lewis Edgecomb Sr. (age 52). Moments later Edgecomb Sr. called his house phone and stated he was on his way back from the store and he would be right home. Approximately 15 minutes later Edgecomb Sr. arrived at his home and stated that he was only gone for a few minutes. At this point the officer had been at the residence for 1 hour. Edgecomb Sr. was arrested and charged with endangering the welfare of a child. Child Protective Services was contacted on this matter.
