around 2:15 a.m. UPD Officer Harrington responded to Caroline St. for a domestic incident. He spoke with a female who said that she and her boyfriend were arguing, when he slapped her several times, and then began to strangle her. The man, Michael Mosher, was taken into custody and charged with the following:
Charges: Harassment 2nd-violation
Criminal Obstruction of Breathing-misdemeanor
