Two charged with synthetic drug violation in City of Rome

ROME, N.Y. - Two people have been charged with violations under the City of Rome Synthetic Drug ordinance.

On Monday, April 23, Rome Police went to Tebbs Head Shop located at 223 East Dominick Street to conduct a premises check. While inside the store, police said they observed items on display and for sale that are in violation of the City of Rome Synthetic Drug ordinance.

Police charged the store's clerk, Ian Clapps, 30, with one count of possession of synthetic drugs and one count of Sale of a Synthetic Drug. Clapps was issued an appearance ticket returnable to Rome City Court.

Also on Monday, April 23, a plain-clothed Rome Police officer responded to the Exit 420 Head shop, located at 401 North James Street in Rome, for a premises check.

While inside the shop, the officer asked the store clerk if she had any synthetic drugs for sale. The clerk, identified as Nicole E. Dunlap, 18, then retrieved an item from a drawer and offered to sell the item to the officer. The item was a substance that is in violation under the Rome City Synthetic Drug ordinance.

Dunlap was charged with one count each of Possession of Synthetic Drugs and Sale of Synthetic Drugs. Police also seized 123 individual packages of synthetic drugs from the Exit 420 store. Dunlap was issued an appearance ticket returnable to Rome City Court. This is the second arrest regarding synthetic drugs that has been made at the Exit 420 Store since April 13, Rome Police said.
