Witnesses uncooperative with Utica Police in incident at Chatter Box

UTICA, N.Y. (WKTV) - Utica Police are looking for anyone with information after witnesses at the scene of an incident at the Chatter Box in downtown Utica have been uncooperative.

On Sunday, November 13 around 1 a.m., officers responded several times to the Chatter Box on Genesee Street for a report of a fight. Each time they arrived, officers spoke with people who were uncooperative and would only say that a white truck was involved.

While checking the area, officers located a white pick-up truck and watched it drive by the bar and pull into a parking lot. The officers conducted a traffic stop and interviewed the four occupants.

During the interview they had the driver - Ruvim Mikhalevich, 19, of New Hartford - exit the vehicle. When he did, the officers observed a baggie which contained marijuana. While one officer was interviewing the driver, another officer was providing cover for him, and observed one of the occupants of the truck holding a shotgun.

Several more UPD officers responded and the person was disarmed. Mikhalevich was taken into custody and during his arrest, a $20 bill with cocaine on it and a baggie containing cocaine was recovered from him. He is now charged with criminal possession of a controlled substance, aggravated unlicensed operation of a motor vehicle, unlawful possession of marijuana and traffic summons.

Police said that due to the fact that callers were uncooperative, there is no evidence of a crime committed related to the shotgun.
