New York Mills UFSD 2013-14: Impact of PILOTs on Tax Levy
The 2013-14 school year presents a unique situation to New York Mills Union Free School District. For many years, the district has been impacted by legislation known as PILOTs (Payment In Lieu of Taxes). These PILOTs are special arrangements made between a business and the Oneida County Industrial Development Association. For example, the Slocum Dickson Medical Group has been under a PILOT since 1995. As a result of the termination of the PILOT agreement, the school district must now increase the tax levy amount by $244,571 in order to account for the addition of this property back onto the tax rolls. Although this will appear to create a 6.34% levy increase, that is a misleading statistic. In reality, district taxpayers will see an approximate increase of 2.72% in their 2013-14 school taxes.

No cuts were made to programs or staffing for 2013-14 school year in order to maintain the integrity of our instructional and extra-curricular offerings for our students. During the last five years, the district has reduced or eliminated nine positions.

The Board of Education also chose to place a $75,000 proposition before the voters for a full-time School Resource Officer (SRO) in order to increase the safety of its K-12 building. Presently, the district has a part-time shared School Resource Officer through a Safe Schools grant ending in June.

A public hearing on the proposed budget will take place on Tuesday, May 7th at 6:30 p.m. in the New York Mills Jr.-Sr. High School Library. The budget vote and School Board election is scheduled on Tuesday, May 21st from 12:00 to 9:00 p.m. at Beekman Gymnasium.
