Youth curfew for portion of West Utica to be voted on July 2

UTICA - In light of recent criminal activity, a Utica City Councilman is calling for a youth curfew in his district.

"We are to the point now where we have to do this," said Councilman Jim Zecca. "We do have a crisis situation. We can't bury our heads in the sand anymore."

Councilman Jim Zecca says it's time to put an end to crime in the 2nd district, and to do that, he is proposing a youth curfew pilot program.

"It's going to protect the young people from the evil elements that are on our streets," Zecca said.

The proposed ordinance would apply to those children aged 12 and under, mandating they be off the streets from 10 p.m. to 6 a.m. on weekdays.

And like Zecca, some community members feel that after those hours, children often become the target of drug dealers and gangs.

"We would like to have our children in at a certain time because that's when they prey," said Minister James Warren Lilley, a West Utica resident. "They come out at night."

Similar proposals have passed though Common Council sessions before, but cost was always a big concern.

But Zecca says in this ordinance, if children are caught out after-hours they would not be taken to a detention center, instead their parents would be notified and issued a citation that they would then have to pay back to the city.

"Bottom line is that the parents have to take the responsibility," said Zecca.

Responsibility for things that kids we spoke with say are rampant in some areas of the city.

"Vandalism, drugs, alcohol, all that stuff happens, and the problem through a child's eye," said Ryan Blanchard, 14, a West Utica resident. "I don't even think there is anything to do."

Other say it is not that simple. But regardless of whether or not the ordinance takes effect, community members here say they will continue to show youth alternatives to crime.

"We are going to put up the fight of faith to keep our children safe," said Minister Warren Lilly said.

The effectiveness of youth curfews is still up for debate. Some people feel that it hurts the law abiding children, while the non-law abiding kids still participate in crime.

Members of the West Utica community are urged to attend a public hearing on the matter on July 2 at the Common Council meeting at Utica City Hall. That begins at 7 p.m.

And to hear more about the proposed curfew, there will be a public meeting Wednesday, June 25 at 7p.m. at the Holy Trinity Church School on Lincoln Avenue.

They needed this curfew years ago because it appears that the parents in this area dont know the meaning of being reponsible so they are raising the next generation to think and feel the same way. I have seen children as young as 7 out past 10pm where are these caring loving reponsible parents. Something needs to be done yesterday

I think raising the curfew slightly, but those saying 17 and under are pushing it a bit I think. Are you saying that a person that is expected to go out into the real world soon is not yet responsible enough to handle being outside at 11 PM?

Having this done is a good idea. However, it should be city wide. How about the kids from Cornhill? There are more of them wandering about causing problems. Yes, West Side has issues too..so does everyone else. Too many kids run the streets over in Cornhill...another reason I refuse to drive over there. They walk in the streets, they yell at people driving by, and who knows what the they do when a responsible adult is not around..and do they care, anyway..the kids or their parents?

I agree, but the kids we are talking about will just disregard the curfew and then what... be taken home to their parents who knew they should have been home but were just to stupid to care. Also it should be increased to 15. I hope to see all of you are the meeting on Wed.

I raised up 4 children on my own, and now raising my grandchildren - what ever happened to the standard of "when the street lights come on; you stay in the house"? I agree that ALL kids under the age of 17 should be in their homes BEFORE 10PM - if no parents are home, issue an Arrest Warrant for them to appear in Court!

i think it is a good idea to make a curfew for underage children this should have been done a long time ago not only for west utica but everywheres i totaly agree west utica is getting worse everyday something needs to be done start installing cameras all around west utica just like james street nobody feels safe anymore and children need to be safe at all times of the hour and day if parents were watching there children they should not be left outside unattended there is to much crime going on

Great Idea long overdue! As I sit here and type this there is a 4 year old running around the neighborhood barefooted and unsupervised which is common place. It is a shame that government has to step in and take parental responsibilit y. But what do you expect when you have a high population of uneducated, hostle, unresponsible children having children in this city.

my kids are in the house but there alot of kids out here are out all time night and nothing done but what they going to do with them when they cant find the parents the parents to busy getting high or drinking.we have a little as 5 years takeing care of there self that bad. and parents should get in trouble to . and i think it should oldrer age to .and if they dont have nothing to do maybe help around the house then /

Kids under 18 years old, have no reason to be outside at night. Kids find a way around everything. If it is only enforced in West Utica, then the kids will go hang out in other parts of the city. Does anyone disagree with me?

that come into family court are usually between 12-15 regarding the type of kids he is referring to. the cap at 12 yo will only effect a few. It should be city wide and go up to 15. aT 16 THEY CAN BE CHARGED CRIMINALLY.

i think that this is a good idea only if it is enforced. The City, residents and the police department need to step up and take there part. I agree with what doug said as well, there shouldnt be younger kids on the streets at night. I think this city has a lot to get done in order to cut down on the crime and they need to do something fast before it gets any worse.

Doug is right, there needs to be a citywide curfew for these kids. Also, it should be 17 and under unless school or work related. There is no reason these kids need to be running the streets causing trouble at all hours of the night. I live in West Utica and I have seen this first hand and it will only get worse.

And what is the punishment for a violation of this cufew to be brought home by the police and to find no responsible adults home???? The UPD will have their hands full with this one IF it's enforced as it should be????
