UPD dedicates flagpole to officer who died in a car crash 25 years ago

UTICA - Utica Police Officers joined with family members Friday to honor an officer and friend who was killed in the line of duty. Officer William Chapman died in a car crash on the way to help a fellow officer some 25 years ago.

The department named a street near the police department after him, but because of construction, the street no longer exists. Friday, the police department dedicated a flag outside U.P.D. to the memory of Officer Chapman.

"Bill and I were rookies together, we walked the beat for about three years together. He was quite a deep thinker, very much a humanitarian and loved the police job," retired Lieutenant Henry LaFlair said of Chapman."

Utica Police Officials then presented Officer Chapman's family with the street signs bearing his name.
