Amid flood damage, Middleville residents and officials in heated debate

MIDDLEVILLE - Flash flood feud! As the Village of Middleville cleans up after wicked weather Monday night, residents are looking for answers. And officials and residents are not seeing eye to eye.

"She hasn't come here. She's the mayor. Hasn't come up here to check on us. Hasn't said 'do you have any damage'" said Art Nicotera, a Middleville Flood Victim.

The basement in Art Nicotera's Middleville home is damaged severely. He is angry about a wall buckling, but he is furious about the village not taking responsibility for a clogged culvert, which caused the water to rush through his backyard.

"They went back there the day it was flooding...pulled out one scoop of stuff to get it to stop," Nicotera said. "They pulled the back hoe out today...there's two feet of garbage still in the way."

"A lot of people think this grate was plugged from the start...it wasn't," said Frank Ceneviva, Codes Enforcer. "It was always clear."

The Codes Enforcer for Middleville says property owners, not the village, should be clearing the debris.

However, the problems don't stop there.

Nicotera doesn't have flood insurance because he claims he was told he doesn't live in a flood zone.

"This whole area up here...I know it's up...but it is a flood zone," Ceneviva said. "If they have any questions about it, they can go to Herkimer County Soil and Water and the maps are right there that lays everything out - what homes are in a flood zone."

Herkimer County Emergency Services says the entire Village of Middleville is under a Flood Emergency Program. And all residents are encouraged to purchase flood insurance.

In addition, the Village of Middleville does not qualify for funding from FEMA because, according to the mayor, the damage is minimal.

I am a member of the VOLUNTEER fire dept. and there were 3 members on scene as soon as the tones went off. The 2nd & 3rd tones were for more man-power. Our priorities are to protect the people first. We can not pump cellars when the flooding is still going. As for training, we have constant training and miss a lot of time with our families to continue our training. If you want to complain, why don't you VOLUNTEER your time and find out exactly what we do!

hey there are somethings that are unnavoidable "acts of god" persay but this could have been prevented if the city would have maintained the culvert and installing a grate would only lead to a higher risk of clogging because once the limbs are caught they will only hold up more debris. so the city should have kept a closer eye on these kinds of risk areas. we're with you Art.

By the way, that culvert is not on his property, so wither way you look at it, it's not his responsibility, and someone should other than him should have to pay! Oh, and that culvert IS part of Middleville's drainage system, it's their issue

That grate plugged and the culvert overflowed on 6/5, as well. Sorry, no lawn clippings or trash there but plenty of branches, limbs and stones washed downstream. The culvert is about 1/3 plugged right now and much of that is well over a foot of silt. The grate is a recent addition. I'm not sure what the intentions were for its installation but the results have been disasterous so far.
