UPD will hire next police chief from within

UTICA, N.Y. (WKTV) - Utica's next police chief will come from within the department. Public Safety Commissioner and acting chief Dan Labella plans to make working at the Utica Police Department a prerequisite for the chief position. 

Labella feels that promoting exclusively from within is smart because current officers in the department know the personnel, they know the city's problems and it sends a message that you can advance from within.
  
The chief civil service test is in the Spring.
