House of Good Shepherd resident charged with sexual abuse to other residents

UTICA, N.Y. (WKTV) - A 17 year-old female resident of the House of Good Shepherd has been charged with several counts of sexual abuse, after State Police say she had sexual contact with two other residents.

State Police say the unnamed female allegedly had sexual contact with a ten-year-old male resident and a twelve-year-old female resident of the House of Good Shepherd.

The 17 year-old female was arraigned in the City of Utica Court on Wednesday and sent to the Oneida County Jail.

State Police say the investigation is continuing.

What about the mother whose child gets molested? Is she responible for that too? No one can watch any child for 24/7. That is totally unrealistic for anyone. The House of the Good Shepherd does the best they can with the miniscule funding they receive. Become a child care worker and see how hard it is...it's the same thing at the county, you can't keep good staff or caseworkers because someone always will pay more than non profit organizations.

Anyone who has a child or more than one child knows the fear of losing track of your child in a heartbeat. You have no idea what these workers are or what they do. If they are short staffed and there is a crisis with one child that is endangering themselves or others, how can you be in more than one place at one time? with all the budget cuts coming, and only the most behaviorally challenged kids are being placed in care. This should be a wake up call to the whole social service system.

All I can say is The House of Godd Shepard is UNDERSTAFFED, UNDERSTAFFED, UNDERSTAFFED!!!! If they payed as much attention to getting full staffed as they did to just filling beds, then an incident like this should and would never happen. Think about it, a program with say 20 kids 3 of them on constant eye contact and only 5-6 employees working throughout the entire building. Not including the kids who are having problems that day. Something bad is bound to happen! Its very sad, but true.

Has anyone looked at the job postings for the HGS? anyone with a HS degree can work there and they work for min wage or a little more. Its called a budget and they cannot affort to hire qualified workers. The need more funding and more qualified workers, but getting both is not that easy. Yes, it is horrable that this happened, and the staff should have been there, but when you are limited there are loop holes. So instead of downing the HGS staffing choices, ask what you can do to help.

Something is very wrong up at Good Shepard if this predator could find so many victims. They are not being supervised enough or most of these would not have happened.What a horrible thing to have happen to kids who have been bounced around from birth. That facility needs to be thoroughly investigated and cited for this---they are not doing their job.

Where was the staff during this incident? Residents at HGS are supposed to feel safe while in placement and unfortunately they seem to be worse off being there. Staff need to stop sitting on their behinds watching television and eating and start paying attention the residents and making sure that every resident stays SAFE
