Biggest cuts in state budget

ALBANY, N.Y. (AP) - Gov. David Paterson proposes cuts and "cost containment" in some of the largest areas of the New York state budget.

They include:    

  • School aid - $698 million in cuts.
  • Medicaid/Health care - State Medicaid spending would increase $432 million, about a 1 percent increase from 2008-09.
  • Higher education funding - Spending would increase $121 million, with the help of tuition increases.
  • SUNY, CUNY tuition - Would increase $620 and $600, respectively, for in-state students.
  • Local government aid - Would eliminate the total $246 million in aid to New York City and keep aid to other municipalities flat at
    $755 million.
  • State work force - Will be reduced by 3,108 employees, including 521 layoffs. Personnel costs would still rise $310 million, or 1.7
    percent.
  • Closing six youth facilities - The Adirondack Residential Center in Clinton County, the Cattaraugus Residential Center and Great Valley Residential Center in Cattaraugus County, the Pyramid Reception Center in the Bronx, the Rochester Community Residential Home in Monroe County, and the Syracuse Community Residential Home in Onondaga County.
  • The Environmental Protection Fund - Reduce the fund for buying open space land and other environmental and public health programs
    from $255 million to $205 million.
