Governor suggests consolidating services to spend more effectively

By PAT BAILEY

(WKTV) - On Wednesday, Governor David Paterson told New Yorkers its time to spend more efficiently. One way to achieve that goal, the Governor says, is to consolidate services from governments, to school districts.

Consolidation has been a hot topic among governments, from local to state, as of late. Just last month, a report from the Chairman of the New York State Commission on Property Tax Relief was released. The report suggests one of the best ways to help ease the burden on tax payers is to consolidate small school districts. Many of those districts are in the Mohawk Valley.

The report suggests consolidating schools that have an enrollment of less than 1,000.

That would affect six districts in Herkimer County:

  • Dolgeville
  • Mohawk
  • Poland
  • Town Of Webb
  • Owen D. Young
  • West Canada

Nine districts would be affected in Otsego County:

  • Schenevus
  • Cherry Valley
  • Edmeston
  • Gilbertsville-Mount Upton
  • Laurens
  • Milford
  • Morris
  • Richfield Springs
  • Worcester

Only four of 15 districts in Oneida County would be affected:

  • New York Mills
  • Oriskany
  • Remsen
  • Waterville

The report is just a suggestion, but Paterson believes it's a good one.

"We have, I think, too many school districts," Paterson said in an interview Thursday morning.

Herkimer B.O.C.E.S. Superintendent Sandra Simpson says consolidation has been a topic of discussion for as long as she can remember, and admits that the topic is controversial.

Simpson says unless districts are forced to do it, consolidation won't happen easily.

She does however say sharing services is a step in the right direction.

"In tough economic times everything must be considered. The smaller (district) you are, the more challenging it is to deliver the basic requirements because it is so expensive to do that." Simpson said.

Great idea! Let's put more people out of work. They lose their jobs and leave the area, where will the tax dollars come from then. Maybe we need a flat tax on payroll so everybody pays not just the homeowners, it's about time renters pay their share. If we do this the schools will be able to add classes and jobs and get new equipment.

Maybe the govenor should look into who is allowed to be running some of the state agencies, the millions lost there to criminal acts with regards to the bids should be looked at. I will never buy anything from fahy kitchens again, or any of the other agencies listed. Some of the state agencies need to be looked at in order to save money, and i do not think top managers are held accountable enough

"Sharing services is a step in the right direction." I agree and we should start at the highest level, i.e. and thats with the superintendents, principals, and BOCES!

Huge mistake. Let's put more people in the area out of work. Then watch your taxes rise. Teachers will lose jobs and leave area, then where is the tax money going to come from? Kids do not have enough options for class choices in schools now due to the loss of teachers already. Maybe we need to collect school tax dollars from renters? A flat payroll tax for school taxes.

Oppenheim and Dolgeville would make an ideal consolidation. O-E has a Kindergarten class of 22 with TWO teachers!! What a waste!

So Paterson is trying to say that bigger schools are always better? Tell that to the parents who purposely send their children to smaller districts. Not always, but sometimes students in larger districts get lost in the shuffle. Parents know this-- that's why many choose small districts, like the ones mentioned, in which to live! And how are you going to consolidate districts that are not bordering each other? Bus students 20 miles out of the way? This plan is not very well thought out!
