REMSEN, N.Y. (WKTV) - U.S. Senator Kirstin Gillibrand is expected to introduce two farm bills in Congress before week's end.

The first bill would amend the Food Conservation, and Energy Act of 2008 increasing the rate of payment for certain federal subsidies under the milk income loss contract program.

The second, dubbed "Dairy Fairness Act of 2009" would adjust the Food Conservation act for inflation with regard to payment under the income loss program.

Both amount to a minimal gain said Oneida County Farm Bureau President Ben Simons.

"It definitely is going to help but it's a band-aid is what it really is, we need something but what she is trying to do is the propose I've seen she's trying to retro it back to 90%," said Simons.

The reason he feels farmers are struggling so much is because of the high supply of milk, much of which, according to Simons was backed up as domestic and overseas markets consumed less milk since the beginning of 2009.

He feels that lowering the supply of milk is the best method for fixing the issue.

The legislation is expected to be introduced later in the week, but Gillibrand press aids could not confirm a date.
