(WKTV) - New York State's 'HEAP', or Home Energy Assistance Program starts today. HEAP provides energy assistance benefits to the elderly and low-income households.

This season, the maximum regular benefit a household can receive is $700. Applications were mailed to everyone that received a heap benefit last year. new applicants can apply at their local department of social services starting today.
