ALBANY, N.Y. (WKTV) - He knew it wasn't going to be easy and already there's opposition from the legislature. Governor David Paterson on Tuesday laid out his proposed budget for the coming year.

The theme throughout is cuts to direct funding to local municipalities (AIM Funding). The cuts were done on a sliding scale.

Here's a breakdown of which municipalities will be affected:

- Rome: $191,000
- Utica: $169,000
- Oneonta: $46,000
- Sherrill: $20,000
- Little Falls: $18,000

Paterson also proposed new taxes on sugar-flavored beverages and cigarettes.

The Governor also wants the Taxation Department to go after those who sell unstamped cigarettes to Indian nations.
