New laws take effect Monday for teen drivers

NEW HARTFORD, N.Y. (WKTV) - New laws that go into effect on Monday restrict teen driving - everything from how many young people can be in the car with a driver who only has a permit, to how long a young driver must wait after getting their learner's permit to get their license.

The laws are intended to save young drivers' lives and officials with the New York State Department of Motor Vehicles said it's not drunk driving, but driver error, speeding and distracted driving that cause most teen crashes.

Among the changes that take effect Monday: the number of non-family passengers under age 21 riding in a vehicle operated by a junior license holder when not accompanied by a licensed parent or guardian will go from two, to one. Perhaps the new restriction that will meet with the most resistance among teen drivers: they must now wait six months after getting their permit to schedule their road test.

"Oh my God, that'd be devastating to me," says a very grateful Emily Roberts, 16, of New Hartford. Roberts already got her license.

"I would call this a significant change," says Oneida County Clerk Sandra DePerno, who also oversees the county DMV.

"You never had to have 15 hours of after sunset time, driving time, and you never had to hold your permit for six months before you were allowed to take the test. You just took your permit, got your permit and next day went out took your road test and that was it, you had your license and away you went."
