Obama tries health care again, talks education

WASHINGTON (AP) - President Barack Obama will unveil a new health care overhaul plan Monday, including a proposal to give federal authorities the power to limit rate hikes by health insurance companies.
He is also meeting with the nation's governors at the White House. He will urge states to better prepare high school students for college and careers.
Obama is also expected to praise the governors for working in tandem with his Race to the Top program to reward school systems that raise standards.
In the afternoon, Obama meets with California's Republican governor, Arnold Schwarzenegger, in the Oval Office.
