Statement by Senate Republican Leader Dean Skelos on Ravitch plan

"Lieutenant Governor Ravitch’s plan includes many proposals that
Senate Republicans have passed over the years that died in the State
Assembly.

We have passed legislation to move the state fiscal year; to require
that the Governor submit a multi-year financial plan with the Executive
Budget; to establish an Independent Budget Office; and to prohibit the
Governor from using the budget to pursue policy changes rather than just
authorizing and appropriating money.

We have also passed legislation to change the state constitution to
put a spending cap in place and to require a two-thirds super-majority vote
to raise taxes. Unfortunately, neither of these fiscal reforms are included
in the Ravitch plan.

If they were in place, New York would not have to consider borrowing
its way out of its financial problems, which is the wrong remedy for the
state’s budget problems. Without sufficient spending controls in place,
the state will never dig its way out its fiscal hole.

The Lieutenant Governor and the Governor should be pressuring Senator
Sampson and Speaker Silver to follow the budget reform law and produce
their alternatives to the Executive Budget, and set a schedule for open
conference committee negotiations so we can begin to make progress toward a new budget."
