(WKTV) - A Cleveland, N.Y., man was arrested Thursday, less than two months after he was arrested in Oswego County for sexual assault charges against the same victim, Dean Obernesser of the Oneida County Child Advocacy Center said.
John R. Minckler Jr., 34, is charged with predatory sexual assault against a child. The victim is a boy under the age of 13.
According to officials, Minckler was arrested by a Rome Police detective who assigned to the Child Advocacy Center. He was originally arrested on Oct. 30 on charges that occurred in Oswego County. During that arrest, Minckler allegedly tried to ram a vehicle operated by New York State Police investigators and is accused of leading authorities on a chase before he was arrested in Cicero.
Minckler was arraigned in New York Mills Local Criminal Court. He was returned to Oswego County Jail, with a hold against him for the charge occurring in Oneida County.
The case was investigated by Rome Police Detective Richard Galluppi, New York State Police BCI Investigators Todd Grant, who is assigned to the Child Advocacy Center, and Joseph Harringer, who is assigned out of Pulaski. Cicero Police Department and the U.S. Marshals Service assisted.
