Hearing Officer appointed in Oneonta

ONEONTA, N.Y (WKTV) - The Oneonta Common Council has appointed a hearing officer to oversee the proceedings on disciplinary charges against a police officer accused of using excessive force.

Attorney Thomas Rinaldo, Esq. will conduct the hearings on the charges against Officer Michael Breen. Rinaldo will make a report and a recommendation to the Common Council. Rinaldo will be paid no more than $1400/day.

Breen is accused of using excessive force against Bradford Shanks after a traffic violation in January. Breen says Shanks took off after he pulled him over and was reaching into his pockets when he caught up with him. Shanks says he was punched in the face, Breen denies punching him.

No word yet on when the hearings are scheduled to begin.
