Legislature has `framework' on SUNY empowerment deal

ALBANY, N.Y. (AP) - New York's Senate and Assembly say they have a "framework" of an agreement to make landmark changes in the
public university systems.

No details were released Tuesday on the proposal first introduced by Gov. David Paterson and negotiations continue.

His plan would have allowed the State University of New York and the City University of New York to set tuition increases and other fiscal affairs without legislative approval. The plan also would allow the schools to enter into private partnerships with hotels and other developments and to grow to join the top academic institutions in the nation.

The bill's approval was a requirement for three Democratic senators to vote for the final state budget bill needed to close out the budget that was due April 1.

The framework doesn't mean the measure will necessarily become law.
