ROME, N.Y. (WKTV) - Governor Andrew Cuomo outlined a bold agenda for 2013 including more emergency preparedness in the state in the wake of Hurricane Sandy. One of his plans is to create a Citizen Education Campaign focused on preparing all New Yorkers as "in-house first responders."
