Missing girl with local ties found in Thailand after five years

ILION, N.Y.(WKTV) - The FBI has tracked down an Ilion area man accused of kidnapping his daughter five years ago.

Jeffery Shipman is the noncustodial father of his daughter Deonna.

We're told Deonna was found in good health in Thailand. Shipman was arraigned on federal kidnapping charges in Los Angeles and will eventually be returned to Onondaga County for future court appearances.

Onondaga County Sheriff Kevin Walsh says Deonna Shipman, now 8,
was found just over two weeks ago by the FBI in Bangkok and is back
in the county.

Walsh says Tuesday she'd been missing from the town
of Salina since July 2007 after Jeffery Shipman took her and fled
the country.

Shipman was arrested in Bangkok on federal international
parental kidnapping charges. He was arraigned in Los Angeles and
will eventually be returned to Onondaga County for further court
appearances.

Walsh says the girl's mother is returning from Russia to be
re-united with her daughter.

Authorities believe Shipman acted after losing custody of
Deonna.
