PA man charged after pitbull attacks woman in City of Oneida

ONEIDA, N.Y. (WKTV) - A Pennsylvania man has been charged after authorities say his pitbull attacked an 18 year old female in the City of Oneida.

According to Oneida Police, James A. Pethal, 36, of Wilkes Barre, Pennsylvania was charged with "dangerous dog" under the Agriculture and Markets Law. Police said he will appear on Tuesday, March 13 in Oneida City Court.

Pethal is alleged to have a pitbull dog that attacked an 18 year old female from Canastota at a Chappell Street residence in the City of Oneida.

Police said that a verbal altercation at the Oneida residence led to the dog biting and locking on to the victim's arm and shaking her around for 6 to 8 minutes.

Oneida City Community Service Officer Scott Grinnell arrived first on scene and attempted to get the dog to release the victim, using a dog pole and tactics to get the dog to release her. When the dog released the female, police said it then went after Officer Grinnell, who used the pole and sound tactics to defend himself. The dog eventually ran into a porch where it was captured and seized, police said.

The victim received severe lacerations, heavy bleeding and swelling.

She was treated at the Oneida Health Care Center and released.
