Two charged after crack-cocaine found during Utica traffic stop

UTICA, N.Y. (WKTV) - A man and a woman are facing a drug charged following a traffic stop in the City of Utica.

According to Utica Police, on Saturday, October 22, a UPD Special Operations Unit Officer was patrolling in the area of Broad Street when he observed a vehicle in violation of the vehicle and traffic law. He conducted a traffic stop and began to interview the occupants. During that interview, the officer said the occupants were acting in a suspicious manner and when he had the female passenger exit the vehicle, he observed a glass smoking device containing a substance which later tested positive for crack cocaine.

The two occupants of the vehicle - Anthony Fanelli, 62, of Utica and Debra Testa, 46, of Utica - were both charged with criminal possession of a controlled substance.

Fanelli was also charged with a traffic summons.
