Utica man accused of strangling girlfriend

UTICA, N.Y. (WKTV) - A Utica man is accused of punching and strangling his girlfriend. Police say it happened on Chestnut Street around Noon on New Year's Day.

Officials say Thomas Howard, age 25, started to argue with his girlfriend when it escalated. Family members say it happened in front of the victim's two children.

Howard is charged with harassment and criminal obstruction of breathing.
