Utica man accused of tightening rope around child's neck

(WKTV) - A 32-year-old Utica man faces charges after he allegedly bound his child's ankles, legs and neck with a rope, Utica police said.

Sar Paw of Mary Street is charged with felony strangulation in the second degree and misdemeanor endangering the welfare of a child.

According to officials, around 4 p.m. on Dec. 31, police responded to a home in the 900 block of Mary Street. A 15-year-old at the residence said the teen's father placed a rope around the victim's ankles and tied both legs together. Paw then allegedly placed the rope around the teen's neck and tightened it until the victim lost consciousness. It is believed the victim was unconscious for 30 minutes. A sibling helped the teen get free and call police.
