Utica woman charged after daughter found outdoors in cold temperatures

(WKTV) - A Utica woman was arrested Thursday after police say her 5-year-old daughter was found outside without adult supervision and without a hat or mittens during Wednesday's cold weather, New Hartford Police said.

Mahelia A. Manuel, 25, of Hillcrest Avenue in Utica is charged with misdemeanor endangering the welfare of a child.

According to officials, police were called to Oxford Road in the Village of New Hartford around 2:30 p.m. Wednesday. A person driving on Oxford Road called police after noticing an unsupervised young girl crying and was not dressed for the weather. The passer-by asked the girl if she was in need of help, put the girl in her car and began knocking on doors at a nearby apartment house. When she was unable to find anyone, she called police.

When police arrived at the scene, the temperature was three degrees and the wind chill was about -5 degrees. It was determined the child had been outdoors for an unreasonable of time. Police also knocked on doors trying to locate someone responsible for the child. When they also couldn't find anyone, they took the girl to New Hartford Police Station. Police were eventually able to find the girl's grandmother, who came to the police station and picked her up. Child Protective Services were also notified.
