Agreement to be announced between Oneida County and Oneida Indian Nation
UTICA, N.Y. (WKTV) - Oneida County and the Oneida Indian Nation have reached an agreement in principle resolving the long-existing disagreement between the two parties. Oneida County Executive Anthony Picente and Oneida Nation CEO Ray Halbritter have come to an agreement by both discussion and concessions with both parties making negotiations. County Executive Picente will announce the details of the plan at 2:00 p.m. at the county office building in Utica. The only information known now is that an agreement has been reached regarding various outstanding issues between the county and the nation. Neither the county nor the nation would release specific details before the press conference. An assistant at the county executives office says the deal includes "all issues regarding the nation and the county". Several possible issues that have been haggled over in and out of court could be a part of the plan. Property tax and whether or not the nation should by law be paying it on lands they own within the county is one of the more significant disagreements. That issue went all the way to the United States Supreme Court where the City of Sherrill won. Another hot button issue is sales tax and whether it should be paid by non-Indian customers making purchases at nation-owned enterprises. Also, the Oneida Indian Nation Land Claim could be among the proposed plan details. Halbritter has maintained the thought that agreements are not imposed upon parties by courts but after negotiations and discussions. It appears that this will be the case in this resolution. Democratic Minority Leader Michael Hennessy will also hold a press conference in the county office building at 3:00 p.m. to discuss his objections to the agreement. He says, "the process resulted not in a negotiated settlement, but in terms of surrender." Before anything becomes final, the plan has to be approved by the Oneida County Legislature. |
