Spitzer calls for political truce as New York State faces economic challenges

ALBANY - New York Governor Eliot Spitzer delivered his second state of the state address today.

In front of the state legislature and local leaders, the governor outlined several plans, including investments to the upstate region. In his second State of the State, the governor took time to recognize the passing of Senate Majority Leader Joe Bruno's wife - Barbara Bruno died earlier this week.

The governor then went on to speak for over an hour on key issues such as health care, tax relief, and investments to revitalize the upstate economy.

Governor Spitzer promised a bill that would allow for New York men and women serving overseas to receive free tutition at any SUNY or CUNY school in the state.

The governor outlined a plan to give health care for every child in the state, as well as addressing economic growth.

The governor said he has outlined a proposal to make big investments in the upstate region.

"I will propose a one billion dollar upstate revitalization fund to meet upstate's most urgent needs," Spitzer said. "It will increase funds for investing in businesses, in infrastructure needed to create shovel-ready sites, and in agri-business."

State lawmakers said they are uncertain about where the $1 billion will come from, but that they might learn some answers January 22, when the governor releases his proposed budget.
