Governor Spitzer details $1 billion plan for upstate revival

BUFFALO, N.Y. (AP) - Upstate New York's problems are so numerous
and widespread that the region deserved its own speech from the governor.

That's what Governor Spitzer said during this morning's first-ever "state of upstate" speech delivered at Buffalo State College.

A week after giving the traditional State of the State speech in Albany, the governor unveiled details of his plans to pump $1 billion in state funds into the upstate region. Those plans include using the region's system of public and private universities to create spinoff jobs that will help revitalize the region's stagnant economy.

Spitzer also wants to use state funding to boost the farming industry and spur redevelopment of old industrial sites in upstate cities.

To make it all happen, Spitzer will need the support of downstate legislators. Some Long Island lawmakers and other downstate officials have already voiced concerns, saying their region has its own issues with rising property taxes and a downturn in the financial industry.
