ALBANY, N.Y. (AP) - A published report says a dissident Democrat who made an overthrow of power possible in the New York Senate is returning to his caucus, throwing the chaotic chamber into a 31-31 tie between Democrats and a coalition that sought to overthrow them a week ago.

Sen. Hiram Monserrate of Queens tells a columnist for the New York Daily News that he is returning to the Democratic caucus.

A week ago he and Democratic Sen. Pedro Espada of the Bronx joined 30 Republicans to try to replace the Democratic leadership they said was ineffective.
