The firm seeking to build the new 190-mile high-voltage power line in Central New York filed papers to force state regulators to spell out whether they have the authority to deny or approve the project.

The move by New York Regional Interconnect marks the latest maneuver in a tangle of regulatory issues surrounding the proposed power line.

The line is fiercely opposed by many of the communities along the projected path.
