Taking time out of graduation commencement speaker duties, Congressman Michael Arcuri spoke about NYRI.

Arcuri says they lost the battle over cutting off funding but in the last six months they have brought this issue from a local problem to a national concern. Arcuri also says if NYRI wants this it will not come easy.
