UPD COLD CASE: Man found unresponsive in road, died short while after
UTICA, N.Y. (WKTV) - The Utica Police Department is looking for the public's help in another unsolved homicide. Early in the morning on September 15, 2001, police responded for a call of shots fired/man down. They found 42-year-old Tommy Liggins lying in the road at Steuben and Wall Streets. Liggins was pronounced dead a short while later. He was survived by a large family in the area.
