Addressing members of the League of Women Voters and general public in Utica, independent-caucusing Central New York Democrat Senator David Valesky today characterized his redistricting plan “an opportunity for citizens to choose their legislators instead of having legislators choose their citizens”
Sen. Valesky emphasized the importance of acting now – just as the results of the federally mandated decennial U.S. Census become available, to pass Senate Bill S.660, which is a bill to amend the legislative law in relation to apportionment of congressional, senate and Assembly districts, and to repeal Section 83-m of such law relating to the legislative task force on demographic research and reapportionment.
Legislative district boundaries set during this 2011-2012 legislative session will be in place for the 2012 state legislative and congressional elections, and will exist for the next decade. As the system exists now\, he stated, the legislators get to choose their constituents instead of the constituents choosing their legislators in a system currently designed to protect incumbents.
Senate Bill S.660 would eliminate the existing reapportionment and redistricting commission and replace it with an independent commission, members of which would be appointed by the legislative leaders from a pool of candidates selected by a nominations committee. The Bill also sets standards for the drawing of the new district lines.
The event , first of the 2011 series of League of Women Voters of Utica/Rome’s General Membership Breakfast Meetings was held at the Dorothy Smith Advocacy Center RCIL Building on Genesee Street Utica.
