One thing you are taught during a storm spotter session are the differences between scud and funnel clouds. Scud clouds are low hanging ragged clouds that can appear as funnel clouds. I have to study the features of the storm base for rotation. I just crossed the Patroon Island Bridge at Albany and I noticed this feature. I pulled off and watched it. I didn't see any noticeable rotation so I moved on. I followed this cell from Sloansville to the Massachusetts border. It never appeared to produce an anvil top or lighning. It did have some wind, but the storm top was stunted for some reason. I would call it a very strong rain shower.
